The error AADSTS5000225 indicates that the Microsoft Entra tenant backing the Microsoft 365 Developer Program subscription has been blocked due to inactivity.
For developer tenants, inactivity is expected to lead to blocking and eventual deletion. Developer tenants are explicitly short‑lived and may need to be recreated regularly:
- Developer tenants are intended only for development and testing and are short‑lived by design.
- Microsoft may require developer tenants to be recreated every 90 days.
- If a developer subscription expires due to inactivity and is deleted, a new one can be set up.
When a tenant is blocked due to inactivity:
- Administrators can request reactivation only within 20 days of the tenant entering the inactive state.
- After 20 days in the blocked state, the tenant is deleted and cannot be recovered.
To proceed in this situation:
- Determine whether the blocked tenant is still within the 20‑day reactivation window.
- If yes, the tenant administrator must contact Microsoft support to request reactivation. Use the global support phone numbers listed in the documentation.
- Do not submit multiple assistance requests for the same tenant while a case is in progress.
- If the tenant has been blocked for more than 20 days, it is deleted and cannot be restored.
- In that case, create a new Microsoft 365 developer tenant.
- With a Visual Studio Professional subscription, activate the included Microsoft 365 developer subscription benefit and set up a new E5 developer sandbox tenant from the Visual Studio benefits portal.
- For future use, always keep data and configurations backed up outside the developer tenant, because it may need to be recreated periodically and can be deleted after inactivity.
