I need to create a global admin for my microsoft partner account

I am an individual software developer with 2 apps in the microsoft app store. I managed to successfully create a partner center account and I used that account to submit the apps to the store

successfully.

I have a seller id. However, there is apparently no global admin account associated with my partner center account. This has created some problems, and it seems to make it nearly impossible for me to create a tech support incident. I seem to be an unusual case and it is nearly impossible to get a person to talk to about this. Any suggestions?
