- Sign in with the same Partner Center account that is deactivated.
- Follow the instructions (including pasting the validation code) and describe that the Partner Center account is deactivated and that HLKX driver submissions are blocked.
- If Copilot cannot resolve the issue, use the link it provides to open a support ticket so the Partner Center/Windows Hardware team can investigate the deactivation and, if possible, restore access.
For HLKX driver submissions themselves (once the account issue is resolved), the documented flow is:
- Ensure the account is registered for the Windows Hardware Developer Program.
- Prepare the correct signed HLK/HLKX package for the target OS.
- Create a new hardware submission in the Partner Center hardware dashboard and upload the HLK/HLKX file for certification and signing.
