Bing Webmaster Tools showing a URL as “Indexed successfully – URL can appear on Bing” only confirms that Bingbot has crawled and added the page to the index. It does not guarantee that the page will be returned for every query or operator.
Bing’s ranking and selection algorithms decide which indexed pages are actually shown for a given search. As described in the search principles, Bing:
- Crawls pages with Bingbot and adds them to the index.
- Uses algorithms to analyze and rank pages, and then determines which URLs to show for specific queries.
- May limit or adjust what is shown in results, especially when there is low relevance or other quality/ranking considerations.
Therefore, a URL can be indexed and still not appear for a particular query (including a site: query) if Bing’s algorithms decide not to surface it.
