Fix Geolocation for Fastly IPv6 address space

Azure reports "Successful Login Outside US" because MS has old geolocation for Fastly IPv6 address space.

Example: 2a04:4e41:6401:83ad::e068:63ad is reported in Paris France.

However, checking at ARIN for this address shows that Fastly has provided a CSV with the GeoLocation of these IPv6 address space assignments:

Reviewing the Fastly CSV shows that the address is within the 2a04:4e41:6401:8000::/52 allocation for Fair Oaks, CA, US.

Please update Azure GeoLocation information with registry-provided information such as the above.
