We checked this with the backend team, and the issue was identified as a capacity constraint related to the metastore limits in the region. The team has now increased the metastore limit, and the workspace deployment has successfully progressed.
Typically, Azure Databricks workspace deployment completes within a few minutes, and no action is required from the user side. In this case, the delay was due to a backend limitation, which has now been resolved.
