Unable to sign up for Microsoft Partner Network (MPN)

I added a new application. There was a warning that said:
Starting November 9th, 2020 end users will no longer be able to grant consent to newly registered multitenant apps without verified publishers.

Cool, I just need to enroll right?

After lots of clicks and pages that didn't work, I was able to enroll to something (I'm not even sure what), but finally got to here: https://partner.microsoft.com/dashboard/v2/account-settings/overview

Now where's the MPN ID associated with your Partner Center developer account?
Nowhere to be found!

Stuck with no way to move forward.
