Error revoking my previously submitted driver (shipping label) from Windows Update.

Publishing the updated shipping label is required to complete revocation/expiration changes, so the error indicates a problem with publishing rather than with the “Expire” action itself. From the available information, the supported ways to remove or stop distribution of a driver are:

1. Expire the driver from Windows Update (UI)
   1. Search for the hardware submission that contains the driver to revoke.
   2. Go to the Distribution section and open the relevant shipping label.
   3. In Targeting → Select PNPs:
      • To revoke only some hardware IDs, select Expire for each specific hardware ID.
      • To revoke the entire shipping label, select Expire All.
   4. Scroll to the bottom and select Publish to finalize the changes.
   If “Unable to publish the shipping label” appears at this point, the expiration itself is configured but not committed. Because the context does not provide specific causes for that error, the only supported guidance is to ensure the label is in a state that allows modification and then contact Microsoft support/Partner Center support for that publishing failure.
2. Cancel a shipping label via the Hardware API (for labels in Microsoft Approval or Gradual Rollout) If the shipping label is still in Microsoft Approval or Gradual Rollout (not fully completed), it can be cancelled instead of expired:
   • Use the Cancel a shipping label API:

     • Headers:

   • A successful cancellation returns HTTP 204 with an empty body.
   • After calling cancel, use Get a shipping label to confirm the updated status.
   • Note: A shared shipping label cannot be cancelled; only sharing can be revoked after workflow completion.
3. If the driver was shared with partners
   • Revoking hardware IDs on a shared shipping label only affects what partners can use for new shipping labels.
   • If partners have already published their own shipping labels to Windows Update, revoking hardware IDs on the shared label does not remove their already-published items; each partner must expire their own labels.
4. Drivers published for test distribution
   • Test-distributed drivers do not auto-expire.
   • To remove them, use the same Expire a driver from Windows Update procedure and then publish the changes.

If the UI continues to show “Unable to publish the shipping label” when trying to commit an Expire/Expire All change, the supported next step (beyond the documented flows above) is to open a support case through the Partner Center/Hardware Dashboard so Microsoft can investigate the publishing failure on that specific shipping label.
