Other features or issues related to Microsoft Partner Center
Restriction of specific Partner Center workspaces such as the Hardware developer program is typically caused by one of these conditions described in the documentation:
- Missing or changed roles/permissions
- Many Partner Center pages are only visible to users with the appropriate roles.
- To confirm current access:
- Sign in to Partner Center and select the Settings (gear) icon.
- Go to Account settings → My access.
- Under Request access and help, check which workspaces are available and who in the organization is listed as a contact for access.
- For Hardware developer and other marketplace-related programs, access is controlled by the person in the Owner or Manager role for the organization’s Microsoft Marketplace / hardware accounts. If those roles were changed or removed, the Hardware workspace can disappear for all current admins.
- Account deactivation / program suspension
- The error text indicates the Partner Center account for that program has been deactivated. When identity or program verification fails or is later rejected, the account or specific program can be suspended:
- If Identity verification for the Hardware Developer program is in Rejected state and there is no Fix now option, the account is suspended and no further action is possible from the portal.
- If it is in Challenged state, at least one user must complete verifiable credentials and ensure that personal details match the government ID used.
- To review verification state:
- Go to the organization profile page for the relevant program (for example, Hardware Developer) and check the verification statuses (Email ownership, Identity verification). If identity is Rejected and no Fix option is shown, the program is effectively deactivated.
- The error text indicates the Partner Center account for that program has been deactivated. When identity or program verification fails or is later rejected, the account or specific program can be suspended:
- Conditional access restrictions
- If the tenant’s Azure (Entra) administrator has configured conditional access policies, Partner Center enforces them. When a policy blocks access, a message such as “Access restricted due to conditional access policy” appears and affected workspaces may be inaccessible.
- In that case only the organization’s Azure (Entra) administrator can adjust or exempt the affected users/devices; Microsoft support cannot override these policies.
- Loss of access to support options
- When the Partner Center account or specific program is deactivated, the usual Help + support workspace options (including the Workspace selector) can be limited or unavailable.
- For account access problems in Partner Center, the documented path is:
- Use the guidance in Troubleshoot sign-in issues and account access problems for the tenant and confirm correct credentials (work vs personal account) are used when signing in.
- If still locked out or unable to access required workspaces, follow the “Get help with account access problems” guidance, which may include:
- For CSP partners: using the appropriate support portal or, if an Indirect Reseller, contacting the Indirect Provider.
- For non-CSP scenarios: using the general Partner Center support resources listed under Support from Microsoft to create a ticket about Partner Center account access.
Practical recovery steps based on the documentation:
- Verify correct sign-in and roles
- Ensure sign-in is with the correct work (not personal) account for the Partner Center tenant.
- In Account settings → My access, confirm whether the Hardware / Marketplace / Developer workspaces appear at all and identify any listed Owner/Manager contacts to request re-assignment of roles.
- Check verification status for the Hardware Developer program
- On the organization’s profile for the relevant program, review Identity verification:
- If Challenged: complete the verifiable credentials process for at least one user, ensuring details match the government ID.
- If Rejected with no Fix now: the account is suspended; the Hardware program cannot be reactivated from the portal.
- On the organization’s profile for the relevant program, review Identity verification:
- Involve the Azure (Entra) administrator
- Ask the Azure (Entra) admin to check for conditional access policies that might be blocking Partner Center or specific apps and to adjust them if necessary. Partner Center cannot bypass these policies.
- Escalate via documented support channels
- For general Partner Center account access problems (including deactivated accounts), use the guidance under Support from Microsoft and Which support portal should I use? to open a ticket about Partner Center account access, or, if applicable, work through the appropriate CSP/partner channel.
If identity verification for the Hardware Developer program is in Rejected state with no remediation option, the documentation indicates the account is suspended and cannot be reactivated from within Partner Center; resolution then depends on what Partner Center support can do for that specific tenant and program via a support ticket.
