I'm unable to log into my Azure tenant, but I'm being billed.

Any guidance on re-activating, or otherwise cancelling the services that continue billing? Calling the numbers in the article listed just lead to bots, that incorrectly triage the issue.

The error AADSTS5000225: This tenant has been blocked due to inactivity means the Microsoft Entra tenant has been put into an inaccessible state due to inactivity. Tenants in this state can only be reactivated for a limited time; after that, they are deleted and can’t be recovered.

Key points from the documented behavior:

    1. When a billing account, tenant, and its subscriptions have no usage, no sign-ins, and no open support requests for at least 12 months, Microsoft classifies the billing account as inactive and starts an inactivity lifecycle. A notification is sent that the billing account will be blocked in 30 days if no activity occurs.
    2. If the billing account remains inactive for 30 days after that notification, it is blocked. For many customers, this leads to subscription suspension and then tenant deauthorization.
    3. When the tenant is inaccessible due to inactivity, sign-in attempts show the AADSTS5000225 error. Administrators can request reactivation only within 20 days of the tenant entering this inactive/blocked state. After 20 days, the tenant is deleted and is not recoverable.
    4. If a billing account is blocked and no action is taken, the sequence can continue to subscription suspension, tenant deauthorization, and finally account termination, at which point data and resources are permanently deleted and can’t be recovered.

    To address the situation:

    1. Determine whether the tenant is still within the 20‑day reactivation window:
      • The AADSTS5000225 error indicates the tenant is blocked. If it has been less than 20 days since it became inaccessible, tenant administrators can request reactivation.
    2. If within 20 days of being blocked (tenant still recoverable):
      • A tenant administrator must contact Microsoft support to request tenant reactivation. The documented path is to use the global support phone numbers for tenant reactivation when the tenant is inaccessible due to inactivity.
      • After opening a case, do not submit additional assistance requests for the same issue until a decision is received.
    3. If more than 20 days have passed since the tenant became inaccessible:
      • The tenant is deleted and can’t be recovered.
      • In this state, existing subscriptions tied to that tenant will ultimately be terminated as part of the lifecycle. Once account termination occurs, data and resources are permanently deleted and can’t be recovered.
    4. About ongoing billing:
      • When a billing account is blocked, actions such as adding or transferring subscriptions are restricted. If no action is taken, the lifecycle proceeds through subscription suspension, tenant deauthorization, and account termination, each step preceded by a notification and each reversible only within the notified timeframe by contacting support.
      • To stop further billing or to correct billing on an account that is blocked or whose tenant is inaccessible, the documented path is to contact Microsoft support (or the partner/account manager for Partner or Enterprise customers). Support can assist with unblocking the billing account, clarifying the status of subscriptions, and addressing billing questions.

    In practice, the options are:

    • If the tenant has been blocked for less than 20 days:
      • Have a tenant administrator contact Microsoft using the global support phone numbers referenced in the tenant‑inaccessible documentation to request tenant reactivation.
      • Once reactivated, sign in, review active subscriptions, and cancel or adjust them as needed so billing stops going forward.
    • If the tenant has been blocked for more than 20 days and is deleted:
      • Tenant and associated subscriptions can’t be reactivated.
      • For billing questions or to dispute ongoing charges, contact Microsoft support or, if applicable, the partner/account manager associated with the billing account, as described in the billing‑account documentation.

Until support has been engaged and the status of the billing account and tenant is clarified, there is no self‑service way to bypass AADSTS5000225 and sign in to that tenant.
