Xboxlivefamily.com account

Need to reset my email account linked to my Microsoft and Xbox but its through a xboxlivefamily.com account and they have been locked since 2013 ish. It says restrictions lock me out from changing my primary alias and was just wondering if anyone has support that isn't ai or online. Maybe a real person for once because online the only way people have found help if they have is through support representatives.
