Windows 11 Pro does not support multi-session. Multi-session is only available with the Windows Enterprise multi-session edition and is supported only in Azure Virtual Desktop.
To get multi-session capability with Windows 11 in Azure Virtual Desktop, deploy Windows 11 Enterprise multi-session, not Windows 11 Pro:
- In Azure Virtual Desktop, when creating session hosts (via portal or PowerShell), select a Windows 11 Enterprise multi-session image from Azure Marketplace.
- Alternatively, in Azure Marketplace, search for the Windows 11 offering and choose a Windows Enterprise multi-session plan (there are also images that include Microsoft 365 Apps for Enterprise and FSLogix pre-installed).
- Use that image to create a host pool and session hosts for Azure Virtual Desktop. Multi-session is then provided by the Windows Enterprise multi-session OS.
Upgrading an existing Windows 11 Pro or Enterprise VM to Windows Enterprise multi-session is not supported. If a VM is changed away from Windows Enterprise multi-session, it cannot be switched back and must be redeployed with the correct multi-session image.
Multi-session Windows Enterprise is only supported in Azure Virtual Desktop and not for production use outside that service.
