Power BI Copilot Not Enabled on PPU & Fabric Trial

Copilot for Power BI can't be used with either Premium Per User (PPU) workspaces or Fabric trial capacity. A paid organizational capacity is required, and trial SKUs are explicitly not supported.

2. Tenant and capacity settings that must be enabled Even with the correct paid capacity, Copilot must be enabled at multiple levels: a) Tenant-level Fabric Copilot settings
   • In the Fabric admin portal, the Fabric admin must enable the relevant Copilot tenant settings:
     • Users can use Copilot and other features powered by Azure OpenAI
     • Data sent to Azure OpenAI can be processed outside your capacity’s geographic region, compliance boundary, or national cloud instance (required if tenant/capacity is outside US or France)
   • Copilot in Fabric is enabled by default, but admins can disable it or scope it to specific security groups.
   b) Capacity-level settings (if delegated)
   • If tenant settings are delegated to capacity admins, Copilot must also be enabled in the delegated tenant settings for the specific Fabric or Premium capacity that will be used.
   c) Workspace configuration
   • Workspaces used with Copilot must be assigned to a paid Fabric capacity (F2+) or Power BI Premium capacity (P1+) that has Copilot enabled.
   • Users need appropriate workspace roles (admin, member, or contributor) to use Copilot features that create or modify content.
   d) Power BI Desktop specifics
   • For Power BI Desktop, Copilot requires:
     • A supported workspace (as above) selected in Desktop.
     • The tenant-level Fabric Copilot setting to be enabled. If this tenant setting is off, the Copilot button appears but remains disabled in Desktop.
3. Regional and cloud considerations
   • The capacity must be in a region listed in Fabric region availability.
   • If the tenant or capacity is outside the US or France, Copilot is disabled by default unless the admin enables the Data sent to Azure OpenAI can be processed outside your tenant's geographic region… tenant setting.
   • Copilot is not supported for sovereign clouds.
4. What this means for the described setup
   • PPU workspaces: Not supported for Copilot. Even if everything else is configured correctly, Copilot will remain unavailable on PPU-backed workspaces.
   • Fabric trial capacity: Not supported, because Copilot does not work on trial SKUs or trial capacities.
   • To use Copilot in Power BI, a paid Fabric capacity (F2 or higher) or Power BI Premium capacity (P1 or higher) is required, with the tenant and capacity settings configured as described above.
   • Copilot cannot be fully enabled “under a trial setup” alone; a paid capacity is required.

Summary of required configuration steps (supported scenario only):

1. Acquire a paid Fabric capacity (F2+) or Power BI Premium capacity (P1+).
2. In the Fabric admin portal:
   • Ensure Copilot in Microsoft Fabric is enabled.
   • Enable Users can use Copilot and other features powered by Azure OpenAI.
   • If outside US/France, enable Data sent to Azure OpenAI can be processed outside your tenant’s geographic region….
3. If tenant settings are delegated, enable Copilot in the capacity’s delegated tenant settings.
4. Assign the relevant workspaces to the paid capacity and grant users appropriate roles.
5. In Power BI Desktop, select one of these Copilot-enabled workspaces in Settings.

Under PPU and Fabric trial alone, Copilot for Power BI cannot be enabled.
