API access and integration with Microsoft Partner Center for managing partner data
The message appears when Partner Center has not fully validated the payout and tax profiles for the relevant program/enrollment, even if the profile pages show as Complete. Validation and enrollment status, not just profile completeness, control whether paid apps can be submitted.
To unblock app submission, verify and correct the following in Partner Center:
- Confirm enrollment status
- In Partner Center, go to Settings (gear icon) → Account settings → Payout and tax.
- Open the Overview page for the relevant program (for example, Microsoft Marketplace / app publishing program).
- Check the enrollment status:
- Validating enrollment: Microsoft is still validating the payout and tax profiles. Validation can take up to 48 hours; paid submissions are blocked until the status becomes Enrolled.
- Action Required – Update bank and/or tax profile or Action Required – Update Payment and/or tax details: Some information is missing, expired, or does not meet the rules for that program. Paid submissions remain blocked until this is resolved.
- Enrolled: Payout and tax profile validation is complete; paid submissions should be allowed. If the error persists in this state, contact support.
- Check for expired or program‑specific tax requirements
- Go to Account settings → Payout and tax → Payout and tax profile.
- Select Tax profile.
- Review the Expiration Date column and locate any tax profile that is expired or about to expire.
- For any expired/expiring profile used by the app’s program, select Edit and update the tax form details, then submit.
- Wait up to 48 hours for re‑validation; the enrollment status should move to Enrolled when complete.
- Verify payout profile assignment for the correct program
- Go to Settings → Account settings → Payout and tax profile assignment.
- Confirm that a valid payout profile is assigned to the specific program and Seller ID used for the app.
- If needed, edit the assignment and select an existing verified payout profile or create a new one.
- After changes, allow up to 48 hours for verification; during this time, payouts and paid submissions can be blocked.
- If everything shows as Enrolled and Complete
- If the Overview status is Enrolled and both payout and tax profiles are Complete and not expired, but the portal still shows “You need to update your tax and payout information before you can charge money,” open a support ticket from Partner Center, as this indicates a backend validation or synchronization issue.
