I have been using edge kiosk with public browsing but when I updated to 145 I lost the ability to view downloads. I am able to get to edge://downloads which is what it was in the past but now it looks like edge is using Edge://downloads-hub which kiosk mode blocks. Edge://downloads still works but I use read only address bar and the downloads button on the edge menu no longer directs to downloads

I've had the same issue, and after a lot of troubleshooting I found that going to the kiosk's localappdata\Microsoft and renaming the Edge folder to recreate the Edge profile fixes it for me

In Microsoft Edge kiosk public-browsing mode, internal URLs are locked down and only edge://downloads and edge://print are allowed. All other internal Edge URLs, including the newer downloads hub (edge://downloads-hub), are blocked by design.

In current kiosk behavior, this means:

Access to edge://downloads is still the supported and allowed way to view downloads.
If the UI or redirects in version 145 attempt to use edge://downloads-hub, kiosk mode will block that page and there is no kiosk policy to override this.

To work around this within kiosk constraints:

Ensure the kiosk session is explicitly navigating to edge://downloads (for example via a direct link or allowed navigation) rather than relying on any built‑in button that may target edge://downloads-hub.
Confirm that kiosk is configured as Public browsing and that no additional URL blocking policies (such as URLBlocklist) are preventing edge://downloads.

If the browser itself is internally redirecting edge://downloads to edge://downloads-hub in version 145, that conflicts with the documented kiosk rule that only edge://downloads and edge://print are allowed. In that case, this is a product regression/behavior change and needs to be raised to Microsoft Edge support or via enterprise support channels, as there is no kiosk policy or flag in the documented configuration to re‑allow edge://downloads-hub.
