As per Microsoft Entra tenant lifecycle policy documentation:

A Global Administrator must contact Microsoft Support to request tenant reactivation within 20 days of the tenant being marked inactive by opening a support case and providing the Tenant ID, Correlation ID, and Timestamp from the AADSTS5000225 error.

If the tenant has remained inactive for more than 20 days after the block, it is permanently deleted and cannot be recovered, and the only supported path forward is to create and use a new tenant.

Alternatively there are scenarios where you are probably logging in to the wrong tenant that you may have retired a while back and if this is the case, please attempt to log in with the tenantID details as described in a related question here- https://learn.microsoft.com/en-us/answers/questions/5858336/error-message-aadsts5000225-this-tenant-has-been-b
