A free program from Microsoft that provides developers with the tools, resources, and sandbox environments needed to build solutions for Microsoft 365.
Manual re-evaluation of a Microsoft 365 Developer Program profile or tenant eligibility cannot be performed through this channel.
For Microsoft 365 E5 developer subscription eligibility and activation:
- Confirm eligibility category
- Visual Studio Professional or Enterprise subscribers automatically qualify and receive an E5 developer subscription that renews as long as the Visual Studio subscription is active. See the Visual Studio path in Join the Microsoft 365 Developer Program as a Visual Studio subscriber.
- Other eligible categories include ISV Success Program members, Microsoft AI Cloud Partner Program (MAICPP) participants, and organizations with Premier or Unified Support, as described in the eligibility overview.
- Verify sign-in identity and program membership
- Ensure sign-in is done with the same Microsoft account or Microsoft Entra-enabled email that was used to join the Developer Program (the “member ID”). This is the ID used for the Developer Program dashboard, not necessarily the same as the tenant admin ID.
- On the Developer Program dashboard, confirm that the profile is active and that the subscription tile either:
- Shows an existing E5 developer subscription, or
- Shows the option to request/set up an E5 developer subscription if eligible.
- Check qualification path
- Visual Studio subscribers: join via the Visual Studio portal as documented in Join the Microsoft 365 Developer Program as a Visual Studio subscriber. The resulting E5 sandbox is linked to the Visual Studio subscription and is not subject to inactivity expiration.
- ISV Success / MAICPP partners: sign in with the corporate email associated with the partner program. If eligible, the option to request an E5 developer subscription appears after sign-in, as described under ISV Success Program or Microsoft AI Cloud Partner Program (MAICPP) in the FAQ.
- Premier or Unified Support customers: after registering for the Developer Program with the corporate email, contact the Microsoft support partner contact (CSAM, PDM, or CSE) and request a Microsoft 365 E5 developer subscription. The partner contact manages the request and validation process.
- Government cloud limitation
- If the account or tenant is in a Microsoft 365 Government cloud (GCC, GCC High, DoD), the Microsoft 365 Developer Program is not available, and an E5 developer sandbox cannot be created in that environment.
If the dashboard does not show the option to request or set up an E5 developer subscription despite meeting one of the documented eligibility paths, the next step is to work through the appropriate support channel for the eligibility category (Visual Studio support, partner support via MAICPP/ISV Success, or Premier/Unified Support contact). Those channels can review the account and subscription state; forum or documentation channels cannot directly trigger a manual re-evaluation.
