Subscription Limit with Free Tier Tenant

This should be a pretty easy question for someone to answer. Is the limit for subscriptions in a pay as you go tenant set to three? I'm working on a POC, and I'm attempting to add fourth subscription, and it throws an error, but I never actually see any sort of message, it just sends me to support. I figure asking here will probably get me an answer faster than trying to engage Microsoft support.

I hope I got this into the right child group, there were a lot of options, and I didn't see an obvious fit for this question.
