For a Pay-As-You-Go–type Azure billing account, the subscription limit depends on the underlying agreement and on how quickly subscriptions are being created, not on a fixed “three subscriptions” cap.
From the documented limits:
- For a Microsoft Customer Agreement purchased directly through Azure.com:
- Maximum of five subscriptions under that billing account.
- You can create one new subscription per 24‑hour period.
- The ability to create more subscriptions beyond that is evaluated individually based on your Azure usage history.
- For a Microsoft Online Services Program billing account:
- A new billing account can also have a maximum of five subscriptions (subscriptions transferred in don’t count against this limit).
- The ability to create additional subscriptions is again determined individually based on your history.
If a fourth subscription creation is failing and immediately redirecting to support without a clear error, the most likely causes based on the documented behavior are:
- Hitting the per‑day creation limit (only one subscription per 24 hours), or
- Hitting a per‑account subscription limit or a risk/usage check where Azure requires manual review.
In those cases, the guidance is to wait and try again later and, if the problem persists, open a support request so the subscription creation can be reviewed and, if appropriate, limits adjusted.
