Partner Center: unable to renew ISV subscription or activate partner benfits

Every time I try to activate a benefit in Partner Center, I get the following error:

Some users, entities, and locations are restricted from using certain Microsoft services. For this reason, leveraging anonymizing or location hiding technologies (such as VPN, virtual machine, Internet tracking blocking, etc.) when connecting to these services is not allowed. If you are using one of these technologies, you'll need to disable/change your settings to gain access. If you believe you encountered this problem without one of those causes, please wait 24 hours and try again. If the issue persists, contact our support team and reference the below message code and transaction ID. We will engage a team of experts that will help verify your account. Code: 715-123160 Transaction ID: a9859ff6-48ce-4f65-a113-4854ffa47b15.

I created a ticket with Microsoft, but instead of investigating the problem, it was closed with the following reply:

Microsoft runs on trust, and therefore we engage in a rigorous set of evaluation and certification processes across third party individuals and organizations. As a result of our internal processes, we are unable to reactivate your access. Please note that this decision cannot be changed by opening a new support case. Thank you for your understanding.

I don’t use a VPN or virtual machines; I need my account to be re-evaluated!
