If your Azure account is locked and you're unable to access the Azure Portal even after changing your password, here are some steps you can take:

    1. Check for Account Lockout: Sometimes accounts can be locked due to multiple failed sign-in attempts. If this is the case, you may need to wait for a certain period before trying to sign in again.
    2. Browser Issues: If the portal is not loading, try refreshing the page, using a different browser, or clearing your browser's cache and cookies.
    3. Use Private Browsing: Try accessing the Azure Portal using private browsing mode (Incognito mode in Chrome, InPrivate in Edge).
    4. Contact Support: If none of the above solutions work, you may need to contact Azure support for further assistance. You can find the appropriate contact at the Azure support page.

These steps should help you regain access to your Azure account.
