can not downgrade or cancel my azure service

I get billed $167 a month, we do not use the site that is on the Azure. When I click on the invoice from email, it shows Sign in Failed invalid_grant error.
I have been passed around from one person to another to no avail. Does anyone know how I can either downgrade or cancel this short of calling my credit card and stopping the charges?
