Screenshot capture tool -- Bumbell caption.

Typically, the built-in Windows Snipping Tool is mainly for capturing screenshots (rectangle/window/full screen/freeform) and then making basic edits or notes before you save or share. The official Snipping Tool guidance doesn’t include a specific “caption bubble/dumbbell caption” template feature or settings to customize multi-line caption text.

Therefore: I recommend as below:

• Use Snipping Tool for capture + basic notes: Take the snip, then add your text as part of the markup/notes before saving or sharing.
• Use a screenshot editor that supports speech-bubble callouts: Some non-Microsoft tools offer speech-bubble “callouts.” For example, TechSmith Snagit has a Callout tool where you can add a bubble with text and adjust the callout (including resizing the tail and adding/removing tails).
