Apps not automatically updating for all users

Our apps are not automatically updating for all users after a release. Users having to manually update in order to receive latest versions. This has been the case for the last few updates. The first one was a manager error where the mandatory update date was set months in the future. Since fixing that issue we have failed to have all platforms updating automatically. We created new flight packages on top of the latest milestone for our app, and I am still receiving feedback that users are performing manual updates.
