WHY is Hotmail only letting junk into my inbox and basically nothing else

My Hotmail account has been on the fritz since mid day Monday 2/11. YES I have tried, reloading it on phone, resetting password, checking storage, re-sorting and testing. My mom is having the same issue, so something is up in metro west Boston. I cannot find a # to call and all the message boards claim everything is OK with Hotmail, but it is NOT. I need my email to work NOW.
