Why won't Microsoft Project setup after I downloaded it from Azure?

I have instructions from my University on how to download it, and it wouldn't load. I looked up the steps online, and it wouldn't load. I tried finding ways to ensure my computer was prepared for the download, and there are no issues. I have the Azure Software downloaded file, but it won't load to set up Microsoft Project.
