Does a Single Licence Mean for a Single Computer or a Single User?

We bought and downloaded a copy of Microsoft Publisher from the Microsoft Store some months ago so we could continue using it after it is retired.

Does a single licence mean it can only be installed on a single computer for all users (using admin privileges) or just for a single user?

AFAIK, standalone Microsoft Publisher purchased from the Microsoft Store is typically licensed per device (one-time purchase), allowing installation on one PC. However, if accessed via a Microsoft 365 subscription, it is licensed per user, allowing sign-in on up to 5 devices.
