Copilot actions not working on multiple PCs (Rewrite blank / Excel output text only)

I’m having an issue with Microsoft Copilot actions. What I’m seeing: - “Rewrite with Copilot” opens, but the content area is blank and buttons are disabled
In Excel, Copilot says it created a spreadsheet, but only outputs text instead of opening a file.
What I’ve tested: -
Two different Windows PCs
- Two different Microsoft accounts
- Different networks, including a mobile hotspot
I ran the Copilot Connectivity Troubleshooter in the Get Help app and it reported that the issue could not be resolved there and may be at a higher service level. I’m using Microsoft 365 Family.
Has anyone else seen this behavior recently?
