How do I get proper access to allow me to access the Game Submission Form to be able to submit a Game Concept?

Per documentation (https://learn.microsoft.com/en-us/gaming/game-publishing/publishing-processes/managed-creators/publishing-processes-game-concepts), we can access the Game Submission Form by going to https://aka.ms/xboxgsf.However, when I click that link, I am taken to a page that asks me to sign up for ID@Xbox. However, Argonaut Games is already a publisher with Xbox. I have spoken with our Admin and I appear to have permissions but am unable to access this page properly it seems. My developer is blocked on progressing on implementing Xbox Services until this issue is resolved, so I'm looking for any help on figuring out exactly how to resolve so I can properly do a Game Concept Submission.
