Azure billing problem, I can't find a way to reach out to support, it is a maze of explanations

How do I resolve this problem? Any thoughts are welcome.

Dear Billing, 

I deleted all resources before being billed, but I was billed anyway for services I was unaware I even had. 

I had a nonprofit grant that was paying for my service, which Microsoft chose for me. I am not an Azure engineer and am not qualified to find these services. 

I deleted my subscription, and I am still being charged. 

Please stop charging me, or trying to charge my credit card. Since I followed Microsoft's guidelines for access and had severe issues with the service, I stopped using it. In good faith, I deleted all resources shown on the main screen as billed monthly. It seems Microsoft billed me for services that I was unaware of, like Front Door, which kept charging me after I had deleted the resource that I had been using for it. I do not understand Front Door it was constantly recommended to me by the Azure service as being necessary. It was extremely expensive and also not really functional. 

I will contact the Consumer Credit Bureau, which, while not being able to do anything directly to my account, does cause issues for Microsoft, because Microsoft did not adequately explain how the services that I received free of charge under the grant would not revert to a free account when deleted.  Please do take a moment to look at my account and see that all resources were deleted, and the features you are billing me for had no actual resources being used. 

The service was a great deal of work. I was actively trying to delete services that continually tried to bill me, or drive up costs on Azure recommendations, exorbitant pricing, and now they billed me for features and services after I had deleted all resources for before the billing cycle to get the heck out of this trap. And now they are billing me constantly with no access to dispute properly.
