Can't create a billing policy for Copilot Chat PAYG

I tried to create a billing policy for Copilot Chat Pay As You Go option.

My tenant has a free Azure $200 subscription. I created a resource group. I am an owner of the subscription.

I went to admin.microsoft.com > Copilot > Billing & usage > Billing policies. "+ Add a billing policy" menu is deactivated. When I clicked the "Pay-as-you-go services > Microsoft 365 Copilot Chat > Create a billing policy" > I see "We couldn't display this info".
