How do we add a claim using user.authenticationmethodsreferences?

I need to release a claim using user.authenticationmethodsreferences but I don't see it as an option. Apparently we have to release user.authenticationmethodsreferences as a solution to Entra ID not releasing the correct AuthnContextClassRef for MFA.

user.authenticationMethodsReferences doesn’t appear as a selectable optional claim because it isn’t exposed as a token claim in Entra ID; instead, the correct way to influence AuthnContextClassRef for MFA is to rely on Conditional Access and authentication context settings rather than trying to release this attribute directly.
