anti spam policy quarantine notification

as an admin, with the default inbound anti spam policy, do we have a way for all quarantined messages in the whole domain to be notified to only 1 user?
Tried creating a new anti spam policy but if I only add the user to be notified only, then all other users will be notified by default from the default anti spam policy
