Keyboard and Mouse not working during set up

I am using Windows 7 Ultimate and on my pc I can't use my keyboard or mouse I've tried every port on my motherboard and case and none of them even power my keyboard idk if this is a driver issue, windows 7 issue or just my motherboard being dumb
Specs:
i5 7500
H110-M asus/acer motherboard

g305 mouse

MAGEGEE keyboard

GTX 660 TI

I tried on another keyboard and it just gives me a charging light I can try another keyboard and mouse but idk if it would help

Can you add drivers during setup? Or is that only early windows? If you can theyd prob need to be inf. Such things were never uncommon. and i still have a corded keyboard stashed away for glitch moments. .. found this: https://www.youtube.com/watch?v=T6tYFKpp558
