how do I fix AADSTS5000225

My Azure tenant which I use for learning and experimenting with was blocked last year due to non-use. I now get the error AADSTS5000225 when trying to login.
As it has been blocked for well over 20 days, I thought it would have been deleted by now and I'd be able to login and create a new one. This isn't the case.
How do I get this deleted or the old tenant re-opened?
