I have new subscriptions and cannot increase the spot instance quota

I created a new account at the beginning of January '26 and activated the Azure for Startups free credits.

Since then I have added company details, had them verified and unlocked the additional $5,000 of Azure credits.

One of the key parts of validating our software (running in AKS) is cost management - To reduce operation cost we need to use Spot VMs for application workloads.

I have tried multiple times to get the Regional Spot vCPU quota increased above 3 so I can provision the application workloads, but there has been no response to the support tickets and I cannot simply adjust them.

Are there any constraints to getting a Spot vCPU quota, for instance, length of time the account has been active, or other scenarios? If so, what are they please?
