Need help putting Xbox into dev mode

Microsoft has to have one of the worst support systems ever. It has taken me about 4 hours to finally find somewhere I could hopefully speak with a real representative and not an AI chatbot. I've been having trouble trying to put my Xbox console into developer mode. I made an account, but I must have done it wrong because when I go to the website, there is nowhere to enter the code displayed on my dev mode app on the console. So I did a little searching, and the internet said I most likely didn't have permission and that I had to sign into an authorized Azure account. But on both websites, it says I have the owner role, but nothing has changed. I also tried to force it from the “console info” menu, using RB+LB+RT+LT to pull up the hidden menu and attempt to enable dev mode. But it just says “We can't authorize your console” with error code: 0x8015963D. I really hope you guys can help me fix all this because I have no clue what is going on, nor why it will not work.
