AADSTS5000225 – Azure tenant blocked due to inactivity immediately after creating Azure account using personal Outlook ID

I created a new Microsoft Azure account using my personal Outlook (Microsoft) account. The signup completed successfully, but immediately after that, I am unable to sign in to the Azure Portal. Every login attempt results in the error AADSTS5000225 – “This tenant has been blocked due to inactivity”, even though the tenant was just created. This happens consistently across portal.azure.com and entra.microsoft.com, and retrying login, using incognito mode, or switching browsers/devices does not help.

Since the tenant appears to be blocked right after creation, I am unable to create any Azure resources or complete initial setup. I would like to understand why a newly created tenant is marked inactive, whether this is expected behavior for personal Microsoft accounts, and if there is any way to unblock or recover the tenant. If recovery is not possible, please advise on the recommended steps or best practices to avoid this issue when creating a new Azure account.
