How to disable Windows Ink fully or make it work properly

I want to use the scrollbar on focused apps but for some reasone I can't hijack the mouse while using Windows ink, Im using a Huion Kamvas right, and if sometimes WIndows ink doesn't start wich makes everything easier but it usually does so I want to fix it.

In resume:WIndows ink doesnt focus current clicked screen with the pen.
