Pass monthly refund charges

I've been getting charged twice a month for the Xbox game pass. And I can't connect to chat or be called to address my problem. I've tried for hours and only been able to ask another gamer about it. I tried her advice. Still she's the only living person I've spoken with. Your AI has taken me in circles for hours. It will not connect me. So if anyone can please contact me. And my question is how do I connect to chat with a living person about a refund?
