Getting emails for an invoice I can't access. How to contact MS??

I have an Azure account, and primarily use Speech Services.

I keep getting two invoices. One I recognize and can track. One I can't. It's for a whopping 42 cents. I'm not going to go broke, but I am getting annoyed. It is automatically billed to my credit card.

Clicking the link takes me to a page which says I don't have access to those invoices. I am the only one on the account.

The latest invoice is G134238123.
