Inconsistent Microsoft Collaborate agreement status prevents bug creation for some users

We found that users under the same organization have inconsistent Microsoft Collaborate agreement status.

For example:

User A: ******@shine-optics.com

User B: ******@shine-optics.com

Both accounts belong to the same organization, but the Microsoft Collaborate Program Agreement shows different acceptance/availability status between the two users.

As a result, ******@shine-optics.com

is unable to create bugs or feedback work items in Microsoft Collaborate, even though login is successful, while the other account does not have this issue.

Could you please help verify the agreement status and permissions at the organization level and align them so all authorized users can submit bugs in Collaborate?
