No, you cannot create a user in Microsoft Entra ID (cloud) and have it automatically update or create that user in your on-premises Active Directory. Microsoft Entra Connect and Cloud Sync only support these writeback features:
- Password writeback (cloud password changes sync to AD)
- Device writeback
- Group writeback
User writeback was a preview feature but is now deprecated and not supported. The recommended approach is to create users in on-prem AD and sync them up to Entra ID using Microsoft Entra Connect or Cloud Sync. If you need cloud-originated users in AD, you would need a custom provisioning solution (e.g., PowerShell scripts or Microsoft Identity Manager).
