I have tested this scenario on my side and observed the same behavior you described. At this point, I have not found any official Microsoft documentation confirming whether this is considered an issue or expected behavior. To move forward, I would like to clarify your role in the organization:
If you are a Global Admin, I strongly recommend opening a support ticket through the "Help & Support" section in the Microsoft 365 Admin Center.
This will allow the case to reach a Microsoft Support Engineer who has the necessary tools and permissions to investigate and provide a resolution. Additionally, please report this behavior under "Service Health" in the Admin Center so it can be tracked by Microsoft.
If you are an end user, you can ask your organization’s IT administrator to perform these steps on your behalf. They will have the required access to raise the ticket properly.
