I carefully folled all the steps in your post.
Unfortunately, this does not fix the problem.
Each time the system is started on battery from a complete shutdown, the CPU GHz is excessively capped; restarting usually helps (system is then "usable" but not sure the optimal perf is reached, the CPU seems to be limited below 2 GHz, far below the wall-powered perf (3,3 GHz or more depending on the load)).
This is not acceptable behaviour for a tablet format PC.
I doubt a hardware fault could cause this (the system worked fine, even on battery, with Win10 as long as "Intel Dynamic Tuning Service" (esifsvc) was disabled - strange coincidence that a hardware issue would have been triggered by fresh installation of Win11)
I'll need to investigate other alternatives (give up with this S7Pro)
