How to prevent excessive cpu throttling on Surface Pro 7

When my MS Surface Pro 7 was running Windows 10 Pro, I found the workaround for excessive CPU throttling while working on battery by disabling the "Intel Dynamic Tuning Service" (esifsvc).

This workaround doesn't seem to work with Windows 11 Pro, making my Surface Pro 7 unacceptably slow when working on battery, regardless of the Power mode chosen (Recommended, Better perf or Best perf.)

What is the solution ?

    Now I realize that I went through this sequence, as I already installed Intel Graphics Command Center:

    • Clean install W11
    • At some point I notice slow perf on battery
    • disable "esifsvc"
    • Perf on battery back to normal :-D
    • Install Intel Graphics Command Center
    • Noticed perf awfully slow again (CPU speed tops around 0.6 GHz, changing the Power Mode doesn't change much)
    • Uninstalling IGCC, toggling esifsvc, nothing now allows normal performance on battery again.

    Of course, no rogue background task etc.... and running on external power gives the expected perf (CPU between 1.50 and 3.00 GHz depending on the load)

    I'll give ThrottleStop a try (and report here), but I'm really angry that I need to use a "hack" to get "normal" performance on the Surface 7 - and wonder why simply disabling esifsvc no longer helps in Win11 like it did in Win10. I was really pleased with that system and would really avoid to buy something new (as it performs now, this 8 core i7-1065G7 is unusable on battery, even simple things like email & Internet browsing are frustrating, even with Copilot & other AI things disabled)

    Install Intel Graphics Command Center from the Microsoft Store

    Check the power settings there - sometimes Intel's own software overrides Windows settings

    Download ThrottleStop

    Disable "BD PROCHOT" - this prevents the system from throttling based on battery discharge rates
