How to prevent excessive cpu throttling on Surface Pro 7

When my MS Surface Pro 7 was running Windows 10 Pro, I found the workaround for excessive CPU throttling while working on battery by disabling the "Intel Dynamic Tuning Service" (esifsvc).

This workaround doesn't seem to work with Windows 11 Pro, making my Surface Pro 7 unacceptably slow when working on battery, regardless of the Power mode chosen (Recommended, Better perf or Best perf.)

What is the solution ?

    Hi Ben Carlson, thanks for the follow‑up, and I’m really sorry to hear that none of the steps made a difference.

    I have to agree, at this point there isn’t much left you can adjust from the user side. Surface‑class devices rely heavily on DPTF and Modern Standby, and if those drivers seem to not working properly, options become limited.

    I completely understand if you’re feeling worn out with continuing on fixing this S7 Pro, as you’ve already covered everything possible. Since all recommended steps have been performed, I don't think this is caused by anything you missed.

    It's really unfortunate, and I wish I could provide more help with this.

    I carefully folled all the steps in your post.

    Unfortunately, this does not fix the problem.

    Each time the system is started on battery from a complete shutdown, the CPU GHz is excessively capped; restarting usually helps (system is then "usable" but not sure the optimal perf is reached, the CPU seems to be limited below 2 GHz, far below the wall-powered perf (3,3 GHz or more depending on the load)).

    This is not acceptable behaviour for a tablet format PC.

    I doubt a hardware fault could cause this (the system worked fine, even on battery, with Win10 as long as "Intel Dynamic Tuning Service" (esifsvc) was disabled - strange coincidence that a hardware issue would have been triggered by fresh installation of Win11)

    I'll need to investigate other alternatives (give up with this S7Pro)

    I know how frustrating it is when a Surface Pro 7 becomes stuck at 0.6 GHz on battery and essentially unusable. This behavior is often caused by the Surface firmware or Intel Dynamic Tuning getting stuck in a low‑power state after upgrading to Windows 11. Although not guaranteed to work 100%, below are some solutions that have helped other SP7 users that you can try out:

    1 - Fully reset the embedded controller (EC)

    • Unplug everything: charger, mouse, headset, USB, and so on.
    • Hold Shift > select Shut down and keep holding Shift.
    • After the screen turns off, wait for at least a minute.
    • Then, press the power button for 20-30 seconds:
    • The Windows logo will appear, disappear, and then appear again.
      • Make sure that sequence is complete > let it turn on on battery.

    2 - Install all available Surface firmware updates

    • Plug the charger to a wall socket, confirm energy is stable.
    • Go to Settings > Windows Update > Check for updates
    • Also check Advanced options > Optional updates
    • Install everything under Surface, System, or Firmware
    • Restart your Surface following the steps instructed above.

    3 - Reset Windows power schemes

    • Press Win + X > choose Terminal (Admin) to open Windows PowerShell
    • Run: powercfg -restoredefaultschemes > When it's done, restart your PC.

    4 - Disable Modern Standby temporarily

    • Open Windows PowerShell (Admin) as described above.
    • Run the following commands one by one:
      • powercfg /h off
      • reg add "HKLM\System\CurrentControlSet\Control\Power" /v PlatformAoAcOverride /t REG_DWORD /d 0 /f
    • Restart and if performance now stabilizes, Modern Standby is the trigger.

    If none of the above restores stable performance, it likely points to a hardware fault, and replacement might be the only practical option, unfortunately.

    The problem is hard to tackle as it is quite random:

    When I shutdown when plugged in then power on while on battery (Fast start-up enabled or disabled), I see the CPU limited to about 0.6 GHz; when I then Restart a few times, it gradually gets better, i.e. the ceiling GHz seems to increase at each restart !!!! But then, when I put the S7Pro to hibernation and later wake it up, it's back to 0.6 GHz.

    It looks like shutdown/boot or restart carries some (unwanted) power state data over. Is that possible ? Anyway this makes Windows 11 on this S7 Pro unusable. I reckon using third-party apps or some hacks as workaround just to make the S7Pro predictably usable on battery under W11 is unacceptable.

    Are there still Surface Pro 7 users out there ? Happy with W11 on it ?

    I can't imagine I'm the only one to face this extreme slowness on battery (and don't see why since I have installed W11 from scratch)

    Any help appreciated...switching to Linux or bying a new system are currently my only options :-(

    FWIW, I had a S4Pro that exhibited a firmware bug reported by some, that would drain the battery in a few days, even when in hibernate or complete shutdown mode. Then this S7Pro excessive CPU throttling issue....My wife had a S3Pro that is still working like a charm, even the battery reports over 100% of its initial usable capacity !!!!! Unfortunalety locked to W10, it still serves (offline) for a few legacy hardware devices that W11 won't recognize...If I eventually opt to change for a new ultraportable, it won't be a MS Surface anymore.

    Problem is actually NOT solved.

    It turns out that the fixes in my latest comment are not permanent.

    When in battery mode, the CPU throttling (and probably also RAM & busses etc.) is unpredictable: sometimes the CPU caps at about 0.6 GHz regardless of the Power Mode making the unit excruciatingly slow (unusable), even for simple tasks, sometimes it works as expected with reasonable dynamic CPU throttling and no hard GHz ceiling.
    I had also at least one occurrence where this happened with the unit on external power !

    The worst is that it looks so random, no matter what I try: restart Win11, shutdown then cold boot, turn on/off Fast Start, nudge the Power Mode or the Power Plan.

    At this point, my Surface Pro 7 is unusable as portable device (which is why I bought a system with this form factor in the first place!). I reckon there must be a flaw in the BIOS and/or Intel system device drivers that Win11 (even pristine installation) made just worse (as I said earlier, the problem was there initially when I purchased the computer with Win10, but the fix was quite simple and effective: disable the "esifsvc" service) and I guess there's not update to be expected, considering the commercial lifespan of a Surface Pro 7.
    Suggestions welcome before I throw it through the window.
