Can't register phone nr on developper account

I want to register this nr on a new dev account but i cant because its already somewhere it says , but where i realy don't know. can you remove this everywhere so i can signup for this dev account ?

I tried to select the correct child tag , but account questions aren't availablethere , so maybe you need to route this to the correct department
