The "Submit" button in Hardware Submissions page in Partner Center is Disabled.

After I uploaded the .hlkx file in Hardware Submissions page and selecting the OS for certification & device type and saving the configuration, I still see the "Submit" button in disabled state. I could not submit it unless it gets enabled. What could be the reasons for the button to stay in disabled state.
