Azure portal shows "You do not have access" when signing in with student account

I am a student and recently created a Microsoft account to access the Azure portal for learning purposes.

I am able to sign in successfully, but when I try to access or create resources in the Azure portal, I get the following message:

"You do not have access.

Sorry but our systems are detecting a problem with your account and are unable to validate your access."

I do not currently have an Azure subscription or billing enabled, and I was expecting to use a free/student access or free tier.

I would like to understand:

Why this access validation error is occurring
Whether an Azure subscription or payment method is mandatory even for students
If there is any way to access Azure services with a student account without billing

I am not trying to deploy production resources, only to learn and test basic Azure services.

Any guidance would be appreciated.

Azure for Students is available only to students who meet the following requirements:

You must affirm that you're age 18 or older and attend an accredited, degree-granting, two-year or four-year educational institution where you're a full-time student.

You must verify your academic status through your institution's email address.

This offer isn't available for use in a massive open online course (MOOC) or in other professional trainings from for-profit organizations.

This offer is limited to one Azure for Student subscription per eligible customer. It's nontransferable and can't be combined with any other offer, unless otherwise permitted by Microsoft.

If your school doesn’t have a contract with Microsoft for Azure for Students, To have your college's email domain recognized, the college administration or IT department will need to take action.

If you meet these requirements, the best bet is to create a support request, You can submit a (free) support ticket with our Azure subscription support team by creating an Azure support request and selecting Subscription Management as the issue type.
